PIVEX Policy & Environment

 

Description

This Working group is focused on possible improvements of policy and environmental measures at international, EU and member states level, for onshore and offshore.

Key areas in this thematic may include: policy optimization, environmental aspects optimization. Specific weight will be given to administrative and institutional barriers, and the effects that they have on renewable energy development.

Example Ouestions that can arrise regading solar-termal power plants

Aren’t the land areas required for the solar-thermal power plants enormous and an environmental threat?

According to a TRANS-CSP study, 17% of Europe’s energy requirements may be met by solar imports by 2050. This would involve 2,500 sq km of desert surface for the solar power plants and 3,500 sq km for the high-voltage direct-current transmission lines throughout the entire EU-MENA region (Europe – Middle East – North Africa). This total surface area of 6,000 sq km is as large as the Nasser reservoir near Aswan in Egypt. However, this reservoir provides only 3 Gigawatts (GW) of electric power, whereas the solar power plants would deliver 100 GW of electric power. Solar power is actually the most compact and efficient renewable energy source worldwide. The MENA region amounts to 12 million square kilometers, of which only 2,500 sq km (0.02% of the total area) will be required for the export power plants

Offshore Development & Operation

this group is invited to provide a roadmap for a large-scale deployment of offshore renewable energy, focusing on the relevant Research & Development topics. The other Working Groups of the Technology Platform are dealing both with onshore and offshore. WG4 is focused on offshore aspects not addressed by the other Working Groups.

Key areas in this thematic may include: safety and access to offshore turbines, new and improved concepts for offshore wind turbines ,design and fabrication of offshore substructures, new concepts for assembly installation and hookup of large scale developments, offshore cables and connectors, operations and maintenance, spatial planning and decommissioning

concentrated solar power plant (CSP) works  just like a coal steam power plant, with the difference that concentrated solar power is used for steam production, instead of coal. Large mirrors are positioned in such a way that they reflect and concentrate the sunlight onto a certain point much like capturing sunlight through a magnifying lens. A major advantage of this technology is that a part of the sun’s heat can be collected in heat storage tanks during the day and then run through steam circuits at night or specifically during peak hours, depending on the demand. With this technology, renewable and controlled energy can be provided according to the demand of the electricity grid

PIVEX Energy Integration

 

Description

The scope of this Working Group work extends from the single (large) wind farm level (onshore and offshore) to the large-scale integration in the power system level. The layout and basic structure of the grid need to be adapted to large amounts of variable electricity supply.

Key areas in this thematic may include: Grid codes/communication standards, Grid structure and planning, Grid operation and energy management (prediction tools, probabilistic capacity planning, storage facilities), Energy market integration (converting stochastic wind energy production into energy market products, providing additional grid services to TSO´s and DSO´s).

Questions that can arrise regarding concentrated solar plant

 Doesn’t such a large-scale project consolidate the old monopolistic structures of large corporations and stand in the way of developing decentralized sources of renewable energy?

Excluding large corporations from climate protection doesn’t really make sense. Monopolistic structures are not a prerequisite to PIVEX Platform, and working only with small, decentralized units of supply and efficiency cannot attain the sustainable supply required to meet the energy needs of fast-growing cities worldwide. What’s more important is to find a sensible and necessary supplement for the existing supply. This is where large corporations can play a useful role. Within 5-10 years, photovoltaics will probably be able to compete with consumer energy prices charged by energy providers during the day and hence keep them low. Since the power production costs of energy providers are significantly lower than that of private production, they will have enough elbow room to exist in future markets (particularly if they focus in a timely manner on renewable sources of energy which are stable in terms of price). Should energy providers be willing to make massive investments in renewable sources of energy, this will be a welcome development with regard to climate protection.

Wind (onshore and offshore), cost reduction for each type of renewable energy  Key areas in this thematic may include: Materials, Drive-trains, Blades, O&M and Wind turbine design and efficiency increase.

The costs of concentrated solar plant The costs depend on the location of the production and length of the transmission lines. Exact figures for specific projects have to be determined individually. The figures stated between 6.5 c/kWh (with steady cash value from 2000) by the DLR study and 16 c/kWh by the industrial association ESTELA SOLAR are mere estimates and do not necessarily contradict each other because they are referring to different segments of the world market. The industry calculates on delivering top-level and middle-load capacities in the range of 2000 to 4000 full-load hours of capacity per year. This is the current state of technology. Compensating and regulating energy generates higher revenues than base loaders. However, it costs more because of the low utilization of the turbines. In the TRANS-CSP study however, the DLR has concluded that a considerable proportion (5000 to 7000 capacity hours) will be allocated to solar energy at the base loaders. Thus, a substantial amount of carbon dioxide can be avoided. Base loaders generate less revenue and cost significantly less thanks to the turbines being utilized to a greater extent.

PIVEX BSENTSO-E (PIVEX Black Sea European Network for Transmission System

Operators) & national TSOs and the regional cooperation within PIVEX

BSENTSO-E and their related grid development and investment plan as

important new tools for coordination. In PIVEX BSENTSO-E a working group

on renewable will be created. One of its activities is offshore

developments (operational, market, regulatory issues). The planning issues

will be dealt with in the Black Sea regional group under the System

Development committee, which will  work for solutions to the remaining

TSO-related questions concerning offshore grid development in the Black Seas.

European Commission, ACER and the ENTSOs, the European Commission proposes

to prioritise in 2015 the work wich have been started

in the previous years.

 

1.1 Tentative annual priority list 2015 regarding electricity networks rules

As it is foreseen that harmonised rules on

i) capacity allocation and congestion management including governance  capacity calculation

ii) requirements for generators,

iii)distribution system operator and industrial load connection,

iv)operational security

v)operational planning and scheduling will be adopted in 2014

the European Commission proposes to put the following key areas on the

annual priority list for 2015 for the development of harmonised

electricity rules:

network connection rules rules on high voltage direct current

transmission system connection (Commission adoption phase)

system operation rules:

rules on load frequency control and reserves(Commission adoption phase)

rules on emergency requirements & procedures (Commission adoption phase)

balancing rules including network related reserve power (Commission

adoption phase),

rules for longer term (forward) capacity allocation (Commission adoption phase),

rules regarding harmonised transmission tariff structures (scoping by ACER

to prepare framework guideline 1).

 

3 1.2 Tentative annual priority list 2015

regarding gas networks rules As harmonised rules on congestion management

procedures and capacity allocation have already been adopted in 2012 and

2013 and as it is foreseen that harmonised rules on

balancing and interoperability and data exchange

will be adopted in 2014 the European Commission proposes to put the

following key areas on the annual priority list for 2015

forthe development of harmonised gas rules:

 

Rules regarding harmonised transmission tariff structures (finalise

network code andstart Commission adoption phase)

Rules regarding an EU  -wide market

capacity (finalise amendment proposal of capacity allocation

mechanisms network code and start Commission adoption phase)

Rules for trading related to technical and operation al provisions of

network access services and system balancing (finalise framework guideline

put under pressure and under constant alert both the countries in the

region, and also the European community. The experience of last years in

Georgia, Ucraine are perfect reminder that these conflicts have a high potential

of shaking up theregional stability

Energy is progressively linked to the concepts of national security and

environment an climate change. EU has taken the lead in energy efficiency.

Although the concept energy security is not very well defined; it is an

instrument of power politics. Energy debate generally focuses on oil and

gas, though there is an increased interest now in new technologies,

nuclear energy and so on. In the Black Sea region, there is too much

emphasis on the pipelines routes
